About the Plan
Our community’s official long-range blueprint
A Comprehensive Plan — often called a “Comp Plan” — is the Town’s official guidebook for how Greensboro should grow and change over the next 10–20 years. It is not a set of strict rules, but a shared vision document.
The plan helps ensure that decisions about zoning, new developments, public projects, and grant funding all work together to keep Greensboro a safe, attractive, family-friendly small town with a strong sense of community.
This update replaces the plan originally adopted in June 2010 and will reflect today’s realities — including state requirements around water resources, climate change, and environmental justice.
Where new homes & businesses go
Choptank River & natural resources
Roads, sidewalks & infrastructure
Main Street & local businesses
Walkability & trails
Climate & flood resilience
Greensboro is growing
Recent estimates place our population at 1,900–2,000 residents. Thoughtful planning ensures growth preserves small-town character.
State requirements have evolved
Maryland now requires new emphasis on water resources, environmental justice, climate resilience, and sustainable growth.
Build on our successes
The 2010 plan guided new sidewalks, park improvements, shoreline restoration, and wastewater upgrades. The new plan goes further.
Unlock state and county funding
Aligning with Caroline County and State goals helps attract infrastructure, parks, and revitalization grants.
